01 - Preheat oven to 425°F. Toss fries with vegetable oil and salt. Spread in a single layer on a baking sheet and bake for 25-30 minutes, turning halfway, until golden and crispy.
02 - Heat olive oil in a large skillet over medium heat. Add onions and sauté for 3 minutes until translucent. Add garlic and bell pepper; cook for another 2 minutes.
03 - Stir in halal ground beef and cook, breaking up the meat, until browned for about 6-8 minutes.
04 - Add chili powder, cumin, paprika, black pepper, salt, and cayenne. Stir to coat the beef and vegetables evenly with spices.
05 - Mix in tomato paste, crushed tomatoes, and kidney beans. Simmer uncovered for 20-25 minutes, stirring occasionally, until thickened. Taste and adjust seasoning as needed.
06 - Transfer fries to a large ovenproof dish. Top evenly with hot chili, then sprinkle cheddar and mozzarella cheeses over the top.
07 - Return dish to oven for 5-8 minutes, or until cheese is melted and bubbling.
08 - Remove from oven, garnish with spring onions and fresh herbs. Serve immediately.
